In Colombia, another former paramilitary fighter has implicated the top Colombian military commander in collaborating with death squads. In videotaped testimony, Luis Adrián Palacio said he witnessed General Mario Montoya funnel weapons to a Medellin militia in April 2002. Government prosecutors say they’ve opened a preliminary investigation into Montoya based on the new allegations. Four other former paramilitaries have also implicated Montoya. Dozens of others have also linked top Colombian military and intelligence officials to working with death squads since the early 1990s. Colombia is the largest recipient of US military aid in the Western Hemisphere.
