The incident sparked a nationwide outcry after video was posted online showing a campus police lieutenant repeatedly pepper-spraying students in the face from only a few feet away as they sat on the ground. The police chief, Annette Spicuzza, was among a number of top officials faulted by a university-appointed task force in a report last week.
