The victories include Nicaragua, where Sandinista leader Daniel Ortega was elected president this week. USA Today reports the administration hopes the renewed training will help reverse the growing wave of opposition to U.S. policies. The ban was initially imposed four years ago on countries that refused to sign waivers granting immunity to the U.S. military before the International Criminal Court.
